Samuel 'Earl' Pope discusses the founding of the National Hand Dance Association (NHDA) by a group of D.C. Hand Dancers. The NHDA collaborated with the Council of the District of Columbia to have D.C. Hand Dance proclaimed the Official Dance of the District of Columbia.
